A planned underground development of a central cooling plant and AC distribution for several buildings under downtown roads. The central cooling system will be used to air condition many buildings within 40 acres in Tampa’s urban core. Tampa city Council will discuss tomorrow, July 14th, 2016, whether or not to approve an agreement with Strategic Property Partners to lay pipes under these downtown roads in conjunction with the construction of a chilled water distribution plan. This underground development will allow rooftops in urban Tampa to be used for restaurants, parking, dog parks, and entertainment venues with an on obstructed view of downtown Tampa.
Strategic Property Partners is a real estate firm that will begin $35 mill dollars’ worth of roadwork and construction next month. It has yet to be approved whether the chilled water plant and underground pipes will be part of this construction. This is a key part of the development plans to free up rooftop real estate. The underground development will allow for a more sustainable and energy-efficient delivery of AC to a large area. This will also free up the building rooftops from unsightly air-conditioning units. This means that rooftops can be used for parking garages with solar panels, or even restaurants and parks.
Tampa Bay Trane, a local air-conditioning company, is responsible for installing the new cooling system. The installation of the new central cooling plant will allow for 30 to 40 percent less energy usage than typical air-conditioning units used to cool commercial buildings. The use of this new system is more efficient and reduces carbon dioxide emissions in the urban downtown Tampa area.
Although Strategic Property Partners is responsible for the construction, maintenance and operation of the chilled water plant, the city may require the company to pay a fee based on how much pipe is installed underground in the downtown area. The company will also be required to pay the city. A portion of revenues if it decides to sell chilled water services to other developments in the area.
